2009 Fees and Charges
This is a summary of information for students and prospective students regarding GOTAFE fees and charges from 1st July 2009 to 31st December 2009.
GOTAFE fees and charges, for both fee structures, are due and payable on, or before the Administration Date (start date) of each course.
GOTAFE offers training under 2 fee structures:
1. Government Subsidised Training
Government Subsidised Fees consist of 3 types:
Tuition - A large portion of the tuition is subsidised by the Victorian government and fees are determined according to a government schedule (below). -
Materials - Covers the actual cost of providing goods or materials that are to be retained by students as their personal property. This fee varies according to the course being undertaken.
Non-academic - Directly contributes to the costs of providing student services and amenities for all students. This fee is set at 20 cents for each nominal enrolled hour. A minimum of $8 and maximum of $128 applies to non-academic fees.
Tuition fees for all government subsidised training vary according to the course category or level.

Eligibility for government subsidised training places
Students entering the course categories Foundation Skills, Skills Creation, Apprenticeships and Traineeships and Skills Building, must meet one of the following criteria to be eligible for government subsidised training in Victoria:
Criteria
- Australian Citizens
- Permanent residents of Australia
- New Zealand Visa 444 holder
- East Timorese asylum seekers
- Temporary protection Visa holders
Students must meet one of the above criteria plus additional criteria as below, to be eligible for government subsidised training in Victoria in courses at Skills Deepening and in the Skills for Growth programs
Additional Criteria based upon
- Age
- Entry into Foundation category courses
- Level of qualifications currently held
- Application for exemption to eligibility
Concessions
Students who are eligible for government subsidised tuition who hold, or are listed as dependents on, one of the following current concession cards, will be able to access concessions on the tuition part of their fees as per the schedule in the table above.
- Commonwealth Health Care Card
- Pensioner Concession Card
- Veterans Gold Card
Please note:
- Concessions do not apply for Skills Deepening category courses.
- Aboriginal and Torres Strait Islander students will be charged minimum fees in all course categories.
- Concessions do not apply if a student's tuition fees are being paid by a Commonwealth government agency or as part of a Commonwealth program or initiative.
Skills Recognition (RPL)
Students eligible for government subsidised training do not pay tuition fees for Skills Recognition at Goulburn Ovens TAFE.
Fee Refunds
Fee refunds for government subsidised courses except Skills Deepening category courses are available to students who withdraw and provide written notification, or complete an 'Application for Refund' form and submit to the Enrolment Centre at their campus within 4 weeks of the Administration (start) date of their course.
- The refund will be made in full, less a late withdrawal fee of $60.00.
- Applications for refund received after the 4 week period from the course start date will not be granted, unless the applicant can demonstrate cause for special consideration.
- Students who withdraw to accept a place of study at another educational institution will receive a full refund upon presentation of the letter of offer from the other institution with the Application for Refund form.
- Students who withdraw from a VET Unit of Study on or before the Administration date (start date) shall receive a full refund.
- Students who withdraw after the Administration date, but on, or before the census date of that VET Unit of Study shall receive a full refund less a late withdrawal fee of $60.00.
- Students who withdraw after the Census date of a VET unit of study, shall not be eligible for refund and, if a VET FEE HELP applicant will incur a FEE HELP debt.
2. Non-subsidised training - Fee For Service
Fee for Service courses are those that are not government funded. These courses are often developed and customised to meet Industry and community needs can be qualification programs available to students who are not eligible for government subsidised training. GOTAFE determines the fees for these courses.
Eligibility for Fee For Service training:
There are no eligibility criteria for Fee For Service training places but students must have approval to be admitted to the course of study. Where the course delivers accredited units an admissions and approval process must be undertaken prior to enrolment.
Concessions:
There are no concessions available for Fee For Service training fees.
Skills Recognition:
Where a student is not eligible for government subsidised training, a Fee for Service charge will apply as below:

Fee Refunds
Full refunds are available for Fee For Service courses where the course is cancelled by the Institute.
Non Skills Deepening (Diploma and Advanced Diploma) courses
- If a student withdraws from a Fee For Service before the course commencement date, a full refund, less $20.00 will be given.
- No refunds are available after course commencement.
Skills Deepening (Diploma and Advanced Diploma) courses
- Students who withdraw from a VET Unit of Study, for which they are paying Fee For Service tuition fees, on or before the Administration date (start date) shall receive a full refund.
- Students paying Fee For Service tuition fees, who withdraw after the Administration date but on or before the census date of that VET Unit of Study shall receive a full refund less a late withdrawal fee of $60.00.
- Students paying Fee For Service tuition fees, who withdraw after the Census date of a VET unit of study, are not be eligible for refund and, if a VET FEE HELP applicant will incur a FEE HELP debt.
Student Loans
GOTAFE offers 3 student loan options:
1.Deferred Fee
Loan provided by GOTAFE to the student for government subsidised training tuition fees only.
- Minimum payment by the student of minimum tuition fee, total materials and student amenities and $20.00 loan fee is required at enrolment.
- Fortnightly direct debit payments are required from a bank account over a 4 month period, or by the end of the course of study – whichever is the earlier.
- Deferred Fees are not available for Fee For Service programs.
2.Special Consideration
Loan provided by GOTAFE to a student experiencing financial hardship.
- Only available for government subsidised training and other associated fees.
- Can only be approved after the student attends counselling with a Student Services Officer.
- Re-payed by the student via a Direct Debit arrangement by fortnightly direct debit payments from a bank account.
- Special Consideration is not available for Fee For Service programs.
3.VET Fee Help
Commonwealth government income contingent loan.
- Available for tuition fees of students undertaking Skills Deepening category courses (Diploma or Advanced Diploma) only.
- Available to VET FEE HELP eligible students for the tuition fees for both government subsidised and Fee for Service in Skills Deepening category courses.
- Re-payed via the taxation system.
- Students must apply through the GOTAFE Registrar’s office via their campus Enrolment centre on, or before, the Administration Date of their course.
- Students must complete the ‘Request for VET FEE HELP assistance form, meet residency criteria and provide a Tax File Number.

Payment Methods
Students can pay fees at the major campus locations – Shepparton, Wangaratta, Benalla, Seymour, Warragul, Werribee and Terang by:
- Cash
- Cheque
- EFTPOS
- Credit card
- Loan arrangements (as above)
An employer or third party can request to pay student fees via an invoice by presenting a signed ‘Authority to Invoice’ form with an ABN along with the student’s other enrolment documentation.
Unpaid Fees
It is the student's responsibility to ensure that all fees\or debts are paid. Students with outstanding debts to the Institute will not be permitted to re-enrol, receive Statements of Results, Statements of Attainment or graduate until the outstanding fees are paid in full.

GST
Depending on the subject or course selected, and in some cases, the purpose for which the student is undertaking the course a 10% GST will be charged on that part of the fee. Material and Skills recognition fees are GST free in some circumstances.
